Levelling up has been a key catchphrase in our politics since the Conservative’s landslide victory of December 2019. At its core, it means trying to ensure that government policy tries to ensure that we bring out the talent in every individual, every household, every business or potential business, and every community all over the country. This talent is spready evenly, but opportunities to progress are not.
